contracting of grid connection systems, new
tender procedures (see also section 1.4(e))
and considerably higher expansion targets.
The statutory targets for the installed offshore wind capacity have been increased to
a minimum of 30 GW in 2030, 40 GW in 2035,
and 70 GW in 2045.
Nevertheless, an agreement between the
German coastline states, the relevant transmission system operator (TSOs) and the
federal ministry for economic affairs and
climate action concluded in November 2022
expresses the intention for an even faster
expansion according to which 50 GW is
aimed to be installed by 2035. 8
Considering that the development of the
first eight GW of offshore wind turbine
capacity took more than 13 years from the
first offshore wind farm starting operation
in 2009, the aforementioned planned expansion path means a massive and rapid growth
in the upcoming years for the German
market.
Germany
Up to the end of 2022 projects with a cumulated capacity of 5,045 MW (including those
under construction in 2022) have received
awards in the tender procedures, with one
project (OWF Gennaker) with additional 927
MW having an entitlement for grid connection (outside the tender procedure); and all
of these projects are expected to be commissioned by the end of 2027, so that the
total installed capacity can be increased to
just under 14 GW by the end of 2026/2027.9
According to the Offshore Wind Energy Act,
the upcoming offshore wind tender rounds
will be for awards of between eight GW and
nine GW in 2023 and 2024, between three
GW and five GW in 2025 and 2026 and in
general for four GW per year as from 2027.
The current draft Site Development Plan
(see section 1.4(c)) already identifies sites
available for further tenders for projects
with a capacity of 17,780 MW and installation until 2030, which would mean a total
installed capacity of just around 31 GW in
2030.
