Voting rights
As part of our focus on advancing racial justice, Hogan Lovells
challenges discriminatory election procedures that threaten
the integrity of our democratic processes and fights to ensure
all eligible voters have a political voice.
Combatting racial gerrymandering
We secured two major wins for American voters at the U.S.
Supreme Court in 2023.
In Allen v. Milligan, the Justices affirmed a trial court’s ruling that
a 2021 redrawing of Alabama’s congressional districts violated
the Voting Rights Act because it diluted the power of Black
residents. Our lawsuit alleged that Alabama’s congressional
maps were racially gerrymandered to intentionally “pack and
crack” Black communities in the state, which denied such
communities equal protection under the law.
In Moore v. Harper, we won another victory for voters at the
U.S. Supreme Court, which ruled that state courts can review
– and rectify – election-related rules and voting maps passed
by state legislatures. The victory came after a long legal battle
originating from a challenge to discriminatory congressional
maps in North Carolina, and it sets an important precedent to
defend against future attempts to suppress minority voters.
Our successes in the high court were complemented in North
Dakota, where we represented individual voters and the
Spirit Lake Tribe in a challenge to their county’s adoption of a
discriminatory redistricting plan.
