1. STATE AND FUTURE OF
OFFSHORE WIND PROJECTS
1.1 Current state of offshore wind
development and projects
India has a coastline that is more than 7500
km long1 and has the fourth highest installed
capacity for wind power in the world. 2 The
Government has set a target for achieving an
offshore wind capacity of 30 GW by 2030. 3
The Indian Government leveraged European
expertise in its initial steps in the sector
through initiatives such as the Facilitating
Offshore Wind in India Project ("FOWIND")
and the First Offshore Wind Project of India
("FOWPI") project 4 and has closely partnered with key European partners to benefit
from their expertise in the sector to enable
it to rapidly develop the same in India. India
has also entered into a bilateral cooperation
agreement with Denmark which is particularly focused on developing offshore wind
capabilities in India.5 Further, on 28 September 2020, India and Denmark convened on a
virtual summit where cooperation between
the two nations was underscored, including
on strategic sector cooperation on offshore

wind and renewable energy. 6 Among the
joint initiatives undertaken has been the
launch of a "Centre of Excellence on Offshore Wind and Renewable Energy" with
the aim of boosting the development of the
offshore wind industry in India.7
The Indian Government has released the
National Offshore Wind Energy Policy
("Offshore Wind Policy") which sets out the
overall policy framework for development of
offshore wind. 8 In July 2022, the Ministry of
New and Renewable Energy, Government of
India ("MNRE") has issued a ‘Strategy Paper
for Offshore Wind Development’ to provide
a framework for development of offshore
wind energy projects in India ("Strategy
Paper").9 This Strategy Paper identifies 3
models for the development of offshore
wind farms. Of these, Model-1 is intended to
be adopted for locations where MNRE/the
National Institute of Wind Energy ("NIWE")
has carried out detailed studies and surveys
such as Zone B3 off the coast of Gujarat
which has been specifically identified in
the Strategy Paper for consideration in
Phase-1 of the Model-1 approach. Model-2
