1. STATE AND FUTURE
OFFSHORE WIND PROJECTS
1.1 Current state of offshore wind
development and projects
The Philippines, being a coastal state, has
attracted various investors for its potential
for offshore wind (OSW) energy projects.
The World Bank Group– in collaboration
with the Philippine Department of Energy
(DOE) – the lead agency primarily tasked to
coordinate, supervise and control all plans,
projects and activities of the government
relative to energy exploration, development,
utilization, distribution and conservation
– has issued an Offshore Wind Roadmap
(OSW Roadmap) for the Philippines last
April 2022. Under the OSW Roadmap, the
Philippines has the potential to install up to
40 gigawatts (GW) of OSW power by 2050
with the right long-term vision, infrastructure development, investment, and policies.1
Further, DOE’s National Renewable Energy
(RE) Program 2020-2040 aims to increase
the share of renewable energy (RE) in the power generation mix to at least 35% by 2030
and 50% by 2040, from the current RE share
of 22%, including RE from OSW. 2 Keys to this
success would include a long-term plan for
OSW until year 2050 as part of a decarboni-

zed energy mix; marine spatial planning in
establishing the wind development zones;
and investment in transmission, among
others. 3 The OSW Roadmap identified a
potential generation capacity of 178 GW
that can be harnessed from OSW resources. 4
As of writing, the DOE has already requested interested stakeholders to submit
comments and recommendations on its
draft department circular entitled Providing
Policies And Guidelines For Off-Shore Wind
Development And Amending For This Purpose Certain Provisions Of Department Circular No. DC2019-10-0013 (Draft Omnibus
Guidelines). Submission of comments was
only until 21 February 2023. The DOE has yet
to publish an update on the said call and no
final guidelines have been issued. Further,
last 26 April 2023, the DOE further requested
comments until 8 May 2023, on the Draft
Implementing Guidelines of Executive Order
No. 215 (entitled Directing the Establishment
of the Policy and Administrative Framework
for Offshore Wind Development signed by
the Philippine President last 19 April 2023).
On 18 May 2023, the DOE issued Department Circular No. DC2023-05-0013 which
provides for the implementing guidelines of
the said Executive Order No. 21.
