2. THE OFFSHORE WIND
PROMOTION SYSTEM
a tariff bidding process in June 2018 ("Phase
II Auction Projects").
Phase I of the Program was implemented
in 2012 where the MOEA approved three
demonstration projects as the pilot projects
of OWF development. As of today, two
demonstration projects have achieved commercial operations, one is Formosa I Project,
achieving commercial operation of two pilot
units (8MW) (Phase I) in April 2017 and the
remaining part of the wind farm (120MW)
(Phase II) in December 2019; the other is Taipower Phase 1 Project (109.2MW) achieving
commercial operation in August 2021.
To launch the Phase III of the Program, the
BOE announced the Guidelines for Reservation of Offshore Wind Power Zonal Development Site (離岸風力發電區塊開發場址規劃
申請作業要點; "Zonal Site Guidelines") in July
2021 which governs the offshore wind farm
site planning and specifies the requisite
documents for application.
To implement the aforesaid Phase II of
the Program, the Bureau of Energy (BOE)
promulgated the Guidelines for Reservation
of Offshore Wind Power Generation Site (離
岸風力發電規劃場址申請作業要點; "Site Guidelines") in July 2015 to govern the offshore
wind farm site planning. The BOE identified
36 potential zones suitable for offshore wind
project development near west coast of
Taiwan for site application.
In addition, in early 2018, the MOEA released the Directions for Allocating Installed
Capacity of Offshore Wind Potential Zones
(離岸風電規劃場址容量分配作業要點; the
"Allocation Directions") which introduced a
selection and a bidding mechanism for the
allocation of 5.5GW of grid capacity. In April
2018, the MOEA awarded approximately
3.8GW of grid capacity through the selection process ("Phase II Selection Projects")
and awarded approximately 1.7GW through
In August 2021, the BOE further promulgated the Directions for the Allocation of Grid
Capacity to Offshore Windfarms at the Zonal Development Round (離岸風力發電區塊
開發容量分配作業要點; the "Zonal Allocation
Directions") in relation to the process of allocation of the installation capacity in Phase
III of the Program. The allocation of a total
capacity of 15GW for 2026 to 2035 would be
divided into two stages. The first stage of
9GW of offshore wind would be allocated in
three sub-phases, each for 3GW, during 2026
to 2031. The remaining 6GW will be released
in the second stage from 2032 to 2035 and
the details of allocation will be planned after
revisiting the results of the grid-capacity
allocation in the first stage as well as the
international technological development
in this industry. In respect of the first stage
of Phase III of the Program, submission for
the first sub-phase selections and auctions
(for offshore wind farms with commercial
operation dates in 2026-2027, "Phase III-1
Projects") was due on 30 September 2022,
