achieve the objectives of developing OWFs
and effectively use the marine areas, the
proposed project site should comply with
certain requirements. For example, (1) the
scope of the proposed project site should
not overlap with the sites of any other
projects to which the MOEA has issued the
letter of consent for installation of offshore
windfarm system (風力發電離岸系統設置同
意函) or the EP; (2) the minimum distance
between the boundaries of the proposed
project site and other sites approved under
the Phase II Program should not be 1,200
meters or less; and (3) the proposed installed capacity of a single application should
not be 100MW or less.
In order to effectively review the application
and streamline the administrative procedures, the MOEA has established a joint
review mechanism where the MOEA may
invite relevant competent authorities to
form a review committee across ministries,
including authorities in charge of aviation,
radar, military control, prohibited/restricted
construction zones, vessel safety, breeding
and conservation zones for aquatic flora and
fauna, fisheries rights and mineral rights.

3.2 Regulatory permits required for the
construction and operation of the offshore wind farm and the onshore grid
connection
(a) The offshore wind farm
The EBRR details the rules and procedures regarding the key electricity business
permits and licences in Taiwan. Developing an offshore wind project in Taiwan
involves the following five key permits
and authorisations (in chronological
order):
(i)
the issuance of an EIA Approval;
(ii)
the issuance of an EP;
(iii)
the issuance of a
Recordation Approval;
(vi)
the issuance of a Construction
Permit; and
(v)
the issuance of an
Electricity Business Licence.
