FOREWORD
We, the World Forum Offshore Wind (WFO),
are thrilled to see the publication of the
fourth edition of the Offshore Wind Worldwide handbook by our WFO member Hogan
Lovells. The first three editions of this handbook established it as the main reference
point for any regulatory questions anyone
around the world might have with regards to
offshore wind energy.
This fourth edition of the Offshore Wind
Worldwide handbook includes some exciting new chapters on emerging offshore
wind markets such as Brazil, Norway, and the
Philippines. These markets illustrate major
trends currently underway in the global offshore wind industry. The first one is about
floating offshore wind which is a hugely
exciting opportunity for many deep-water
markets such as Brazil or Norway. Given that
floating offshore wind is at
a different level in terms of market maturity
than bottom-fixed offshore wind it requires
a separate regulatory framework. Capturing
and explaining the details of new regulatory
frameworks which are developed in markets
primarily focused on floating offshore wind
is essential to support the understanding
and confidence in this highly innovative
technology by all market participants and
ultimately lead to the commercial-scale
build-out of floating offshore wind.
The fact that the Philippines is now included
in this handbook underlines the continued
global success story of offshore wind energy
as a form of electricity generation. Not only
