(b) Tender procedure
The tendered OWFs cover areas elected
by the state based on screenings of the
offshore areas’ potential for wind energy
balanced against the impact on the
nature and environment.
So far, the Danish tender process has
comprised the following stages:
• a call for a tender by the DEA, which will
include draft tender specifications and
concession agreements;
• pre-qualification process, including
negotiation with tenders;
• a final call for a tender;

• submission of bids in the form of a fixed feed-in tariff for a defined amount
of produced electricity;
• evaluation and selection of a winner;
and
• concluding the concession agreement.
Based on the previous tenders, the tenderer
must provide a guarantee upon the signing
of the concession agreement for the OWF’s
construction and connection to the grid.
In 2023, a new tender model for upcoming
tenders of a 9 GW as a minimum is being
developed.
