Offshore Wind Worldwide 2023
four pilot farms projects located in Mediterranean, and Brittany have been selected
by the French government in 2016. They will
have a capacity between 25 and 30 MW each
and should be in operation in 2023 or 2024. 6
Besides, the experimental floating wind
farm project in Groix and Belle-Ile has finally
been abandoned by the project leaders in
2022 for financial, commercial and technical
reasons.
Another call for tenders (sixth round) has
been launched in March 2022 to build two
floating wind farms of 250 MW each in the
Mediterranean. Candidates who participate in the competitive dialogue have been
selected in August 2022 and the choice of
the winning bidder(s) should take place in
2023. These sites should be commissioned
in 2030.
In addition, the Government had previously
decided to build an OWF with a capacity of
500 to 1000 MW in Southwest France’s Atlantic coast. The initial idea, dated 2016, was
to implement it near Oléron island (French
Atlantic coast) but as this is a protected area,
this project was highly controversial, and no
tender has been published during several
years. The Government has finally decided
to launch a tender procedure in 2022 to
attribute an OWF with a capacity of 1 GW
(seventh round) in this area and is considering attributing an additional capacity of 1
GW in the same area ("South Atlantic") later.

Lastly, the "Centre Manche 2" project (eighth
round) has been launched to attribute an
OWF with a capacity of 1.5 GW.
Candidates who will participate in the competitive dialogues for the 7th and 8th rounds
have been selected in March 2023. These
two projects should be awarded in early
2024, with commissioning planned for 2032.
Therefore, to date, a total capacity of around
4.5 GW has been awarded to different
operators, and an additional 750 MW should
be awarded this year on three other sites
(floating OWF in South Brittany and Mediterranean).
