against the climate crisis. Thus, on a political
level, it can be seen that many countries are
striving to create legal frameworks or amend
their existing regulations to facilitate
expansion.
This is also an important concern for
supranational organizations such as the EU.
The Members of the European Parliament
(MEPs) recently set out recommendations
on how to deploy offshore wind more quickly
in an adopted report. In essence, the MEPs
call for a acceleration of approval procedures
for the construction of Offshore Wind
Turbines in order to meet the European
Commission’s targets of 60 GW by 2o30 and
340 GW by 2050 in all of the EU’s sea.2
Not only is the quantitative expansion of
offshore wind turbines increasing, but their
technological progress is also enabling ever
more efficient power generation. In addition,
the development of floating offshore wind
turbines is advancing, which can be seen in
Norway, where a floating offshore wind farm
with a capacity of 88 MW has been under
construction since 2021. Finally, many
countries, such as Germany, are making
efforts to create an infrastructure that will
enable the production of green hydrogen
through offshore wind energy.
In the line with this global and multi-layered
development of offshore wind, the respective

national legal frameworks are subject to
constant change but remain the decisive
instrument for driving forward the
expansion of offshore wind. With the third
edition, this book again contributes an
overview of the current status and
developments in this dynamic and complex
legal field. All in all, this book provides
readers with up-to-date insights and assists
them in assessing the opportunities and risks
of the most important global offshore wind
markets. We hope that it will entail a deeper
understanding of the similarities and
differences across various national regimes,
as outlined by the authors of the respective
chapters, who are all recognized experts in
their fields and who happily share their
first-hand knowledge with you.
