METI and MLIT have designated each
of the following eight (8) areas as a
Promotion Zone:
(1) Goto City, Nagasaki Prefecture ("Goto");
(2) Noshiro City, Akita Prefecture ("Noshiro");
(3) Yurihonjo City (north side and south
side), Akita Prefecture ("Yurihonjo");
(4) Choshi City in Chiba Prefecture
("Choshi");
(5) Happou Town and Noshiro City, Akita
Prefecture ("Happou") ;
(6) Eno Island, Saikai City, Nagasaki
Prefecture ("Saikai");
(7) Oga City, Katagami City and Akita City,
Akita Prefecture("Oga"); and
(8) Murakami City and Tainai City, Niigata
Prefecture("Murakami").
As of 30th September 2022, the sea areas
designated as promising zones are as follows:
• sea area offshore Yuza Town,
Yamagata Prefecture;
• sea area offshore Isumi City,
Chiba Prefecture;
• sea of Japan offshore Aomori Prefecture
(north side of the prefecture);
• sea of Japan offshore Aomori Prefecture
(south side of the prefecture); and
• sea area offshore the Kujukuri Coast.

Furthermore, as of 30th September 2022,
the following eleven offshore areas have
been reorganized as areas to advance to the
preparatory stage, which as noted above
means they may become promising zones in
the future:
• sea area offshore Ishikari City,
Hokkaido Prefecture;
• sea area offshore the Gan-u and
Minami-shiribeshi regions, Hokkaido;
• sea area offshore Shimamaki,
Hokkaido;
• sea area offshore Hiyama, Hokkaido;
• sea area offshore Matsumae,
Hokkaido;
• Mutsu Bay, Aomori Prefecture;
• sea area offshore Kuji City, Iwate
Prefecture;
• sea area offshore Awara City,
Fukui Prefecture;
• sea area offshore Hibikinada,
Fukuoka Prefecture;
• sea area offshore Karatsu City,
Saga Prefecture; and
• sea area offshore the East side
of Toyama Prefecture.
