According to data published by METI on 14
January 20223 (see table below), the output
of offshore wind power plants which are
expected to receive bids in a total of eight
offshore promising zones as well as Happou
Town, Akita Prefecture (for which bids are
already being solicited) is about 3,300 MW.
With a further designation of 10 offshore
areas as areas to advance to the preparatory

stage, the government will have achieved its
goal of creating 10 GW of projects by 2030.
The output values for offshore areas (1)
through (4) below are power generation
capacity values based on the plans of the
Selected Business Operators; other output
values are power generation capacity values
for the corresponding offshore plant once
the grid connection has been secured.

Guidelines have been prepared for each
of these Promotion Zones specifying the
relevant matters for implementing public
offerings for them and occupying sea areas
within them. Business operators that intend
to submit a bid in a public offering must do
so by following the relevant guidelines. Out
of the eight Promotion Zones mentioned

above, business operators have already
been selected for four Promotion Zones via
public offerings in areas offshore from Goto
(in June 2021) and Noshiro, Yurihonjo and
Choshi (in December 2021).
The supply prices of the last three newly
selected businesses were 13.26 yen/kWh
