consent for use of information, letter
of undertaking and other documents
required by the MOEA.
(d) Installed Capacity and Turbine Distances: In order to increase the efficiency
of utilizing the sea area, the planned
installed capacity of a single OWF project
shall be no less than 100MW and no less
than 5MW per square kilometer. Also, the
distance between the proposed turbines
and the OWF sites approved under
Phase II of the Program boundaries of
the wind farm shall be no less than 1,200
meters.
(e) Invalidation of Site Recordation: Unlike
the previous phases, the Zonal Site Guidelines does not specify a specific deadline for obtaining the EP or EIA Approval.
Instead, in the event that the approval
for the installation of the offshore windfarm system (風力發電離岸系統設置同
意函) is cancelled or that the approval
for the installation of offshore windfarm
system is not obtained within six months
after the deadline for submitting the
site application, the site recordation will
become void.

Zonal Allocation Directions. Those applying
for grid allocation in 2026 to 2031 will first go
through a contract-performance capability
review where technical capability3 , financial capability and supply chain plan (i.e.,
localization plan) of a project are evaluated
and scored. The qualified parties may then
participate in the competitive bidding procedure where grid capacity will be awarded
based on the bid price. In case two or more
bidding prices are the same, the project that
received the higher score for the bonus item
under the localization plan will be ranked
higher; where two or more projects received
the same score for such bonus item, the
MOEA will draw lots to decide the rankings
thereof.
The grid capacity being allocated to each
bidding project is capped at 500MW, but
such cap may be raised by up to 100MW by
the MOEA by taking into account relevant
factors such as the integrity and development benefits of the OWF and the grid
connection capacity available as announced
by the power transmission and distribution
enterprise (i.e., Taipower).
Only after obtaining the MOEA’s recordation
of project site pursuant to the Zonal Site
Guidelines, a conclusion by the committee
responsible for reviewing the EIA and the
synchronization evaluation letter issued by
Taipower may a developer be eligible for the
application of grid capacity according to the
