3.2 Regulatory permits required for the
construction and operation of the
offshore wind farm and the onshore
grid connection
Three licences under the Danish RE Act2 are
required to establish and operate an OWF in
Danish waters, namely:

The following environmental assessments
are required for the establishment of an
OWF:
(a) Strategic Environmental Assessment
(SEA) of the plans;
(b) EIA of the specific project onshore;
(a) a licence to carry out preliminary investigations;
(b) a licence for construction of the OWF
with internal cables (internal collection
grid); and
(c) EIA of the specific project offshore and
up to the first landfall in the beach zone;
and
(d) assessments pursuant to the Habitats
Directive (Natura 2000).

Preliminary investigations licence
The Danish TSO, Energinet, is responsible for
the construction and operation of the onshore GCS, while the developer is responsible
for the construction and operation of the
offshore GCS.

Licence for the utilisation of energy
Where parts of the specific OWF project are
to be located on onshore territory, it may
be necessary to obtain other permits and
exemptions, for instance building permits.
