for government action regarding energy policy for the metropolitan part of the country
for the next decade, shared in two five-year
periods.10
The MAEP for the 2019-2023 and 2024-2028
periods adopted on 21 April 2020 stipulates
an indicative calendar of call for tenders for
the award of offshore wind capacities taking
into account the aims of the above-mentioned law.11
This calendar states, concerning fixed OWF
projects, that between 500 and 1000 MW of
new projects should be attributed in 2021 or
2022, with a maximum of 60 Euro per MWh,
and one project of 1 GW will be attributed
per year as of 2023 (fixed or floating OWF,
depending on prices and fields). As stated
above, the award of the projects has fallen
behind this indicative calendar.

At a more local scale, under a recent law,12
the strategic document for each coastline
now establishes, for each coastline, a map
of priority maritime and land areas for the
implementation, over a period of ten years
from its publication, of offshore renewable
energy production facilities from wind and
their connection to the public electricity
transmission grid. This mapping will have
to define the priority areas for the development of offshore wind energy by 2050
and is drawn up by targeting as a priority
the priority areas located in the exclusive
economic zone and outside national parks
with a maritime part. This mapping will allow
operators to gain visibility on future projects
from 2024 onwards, when the first mapping
should be published.
More broadly, the French President has very
recently displayed a higher ambition for
the development of offshore wind farms in
France, announcing on 10 February 2022 its
goal to have around 50 offshore wind farms
in operation with a total capacity of around
40 GW in 2050. This ambition has been reaffirmed in 2023.
