2024. The provincial subsidy is RMB 1,500/
kW, 1,000/kW and 500/kW respectively for
projects for which grid connection will be
completed in 2022, 2023 and 2024.8

of the project
In accordance with the Offshore Wind Power
Measures and the Wind Power Interim
Measures, before commencing the
construction of the project the developer
must obtain the project approval (Project
Approval) from the Local NEA and certain
other permits specified in section III. below.
If the developer fails to commence the
construction of the project within a specified
time period set forth by the local authorities
after obtaining the Project Approval, the
Local NEA may revoke the Project Approval
and the Local SOA may revoke the Certificate
of Use of Sea Areas (as defined below). For
example, the Local SOA in Shenzhen
specifies that it would revoke the Certificate
of Use of Sea Areas if the developer fails to
commence construction for more than two
years after having obtained the Project
Approval. Jiangsu Province, in its
Competitive Allocation Scheme for the year
of 2021, requires the developer to commence
construction within one year after obtaining
the Project Approval, otherwise the Project
Approval would be revoked by the Local NEA
in Jiangsu Province. The construction of the
first WTG foundation marks the
commencement of the construction of the
project. Some provinces, such as Guangdong
Province, Jiangsu Province and Fujian
Province, allow the developer to apply to the

original Project Approval Authority to obtain
an extension of the date of commencement
of the construction. The extension can only
be granted once, for a period of one year.
Additionally, developers are required to
make commitments to the Local NEA
regarding the timeline for the
commencement of the construction, the
completion of all the WTGs and all other
works related to the project, and the
completion of the connection of the plant to
the grid. The Local NEA may re-examine the
commitments made by the developers, and
publish information showing the extent to
which these commitments have been met.
